Issuance and change of permanent residence card for foreigners

AUTHORITY

Police of provinces and centrally run cities where foreigners permanently reside.

PROCEDURE

 

 

Step 1:

Prepare dossier according to the provisions of law;

Step 2:

Agencies, organizations or individuals submitting dossiers;

Step 3:

Officers receiving the application shall check the legality and content of the application;

Step 4:

The person receives the results shall presents the receipt, the identity card or the passport to the officer who returns the inspection and comparison results, if there is a permanent resident card issue;

SUBMISSION OF DOSSIER

Directly at the head office of the police station of the province or centrally run city where the foreigner permanently resides.

REQUIREMENT

Requires implementation every 10 years

DOSSIER

01 dossier.

Elements:

-   Application form for replacement of permanent residence card;

-   Permanent Resident Card;

-   Certified copy of passport, except for stateless persons.

DURATION

20 working days from the date of submission of complete and valid dossiers.

SUBJECT

Foreigners permanently residing in Vietnam.

RESULT

Valid dossier: Permanent Resident Card;

Invalid dossier: Notice of amendment, supplement or Notice of refusal to grant permanent residence card.

LEGAL BASIS

  • Law on entry, exit, transit and residence of foreigners in Vietnam 2014, amended and supplemented in 2019;

  • Circular 04/2015/TT-BCA stipulating the form of documents related to the entry, exit and residence of foreigners in Vietnam issued by the Minister of Public Security;

  • Circular 25/2021/TT-BTC stipulating the rate, collection, payment, management and use of fees and charges in the field of exit, entry, transit and residence in Vietnam;

  • Decision 5551/QD-BCA-V19 in 2015 on the set of administrative procedures under the handling competence of the Ministry of Public Security.
