The Government has issued Decree 149/2018/ND-CP on November 7th 2018 (“Decree 149”) that elaborates clause 3 Article 63 of Labor Code 2012 regarding application of workplace democracy. This Decree deals with principles, contents and forms of workplace democracy applied by enterprises, organizations, cooperatives, family households and individuals hiring and using workers under labour contracts (hereinafter referred to as "employers"). In particular, employers shall be public the payment of trade unions, social insurance, health insurance and unemployment insurance contributions.
