PROCEDURE | |
| Step 1: | Investors/Competent authorities execute the procedure of applying for an approval for investment guidelines; |
| Step 2: | The National Assembly/Prime Minister/Provincial People’s Committee shall send a written approval for investment guidelines to the Investment Registration Authority; |
| Step 3: | The Investment Registration Authority issues IRC to investor. |
SUBMISSION OF DOSSIER | Directly at the Ministry of Planning and Investment/Directly at the Investment Registration Authority or online on the National Investment Information System. |
DOSSIER | This is a dossier for carrying out the procedures of applying for an approval for investment guidelines. |

| Elements: | A written request for project implementation;

| Copy of identity card, identity card or passport for individual investors; a copy of the Enterprise Registration Certificate of Incorporation or other equivalent document certifying the legal status of the business organization investor;

| Investment project proposal or pre-feasibility study report;
|
| Documents proving financial capacity: Financial statements of the last 2 years; commitment to financial support of the parent company; financial organization's commitment to financial support; guarantee the financial capacity of the investor; other documents proving financial capacity;
|
| If the project does not request the State to allocate or lease land or permit the change of land use purpose, a copy of the paper on land use rights or another document certifying that the investor has the right to use the land shall be submitted;
|
| Explain the use of technology for projects subject to appraisal and collection of opinions on technology in accordance with the law on technology transfer;
|
| BCC contract for investment projects in the form of BCC contract.

SUBJECT | Projects subject to investment guidelines approval concurrently with investor approval are required to carry out the IRC issuance procedures or demand to be issued IRC. |
