PROCEDURE |

| Step 1: | Investors register investment information on the National Investment Information System; |
Step 2: | The investor submits the application file for issuance of the Outward Investment Registration Certificate at MPI; |
Step 3: | MPI checks the validity of dossiers; |
Step 4: | MPI collects written opinions from the State Bank of Vietnam (only for projects with capital remitted abroad of 20 billion VND or more); |
Step 5: | MPI returns results to individuals/organizations. |
SUBMISSION OF DOSSIER | Directly at the Ministry of Planning and Investment. |

| Number: | 03 (three) dossier sets, including 01 (one) original set. |
Elements: | 1. Outward investment registration documents; |
2. Documentation of investor's legal status; |
3. Decision on outward investment as prescribed in Article 59 of the Law on Investment; |
4. A written commitment to self-balance foreign currency sources or a written commitment to arrange foreign currency for investors of an authorized credit institution. In case the investor chooses to submit a written commitment to arrange foreign currency by themselves, it must be enclosed with a document from a credit institution certifying the investor's foreign currency account balance; |
5. Written approval of a competent state agency on the satisfaction of outward investment conditions (For outward investment projects in the fields of banking, insurance, securities, press, radio, television, real estate business) (if any); |
6. The tax authority's document certifying the investor's fulfillment of tax payment obligations; |
7. Documents determining the form of outward investment; |
8. Documents certifying the location of the outward investment project. |
ADMINISTRATIVE FEES | None. |
DURATION | 15 days from the date of submission of valid documents. |
SUBJECT | The investor investing in the project is not subject to the decision on investment policy. |
RESULT | Valid dossier: Outward investment registration certificate; |
Invalid dossier: Notice of completion of application/rejection of IRC. |
