Issuing temporary residence cards for foreigners at the Immigration Department

AUTHORITY

Immigration Department, Ministry of Public Security.

PROCEDURE

 

 

Step 1:

Prepare dossier according to the provisions of law;

Step 2:

Agencies, organizations and individuals submit the dossiers at one of the three working offices of the Immigration Department - the Ministry of Public Security;

Step 3:

Officers receiving the application dossier shall check the legality and content of the dossier;

Step 4:

The person receives the result shall presents the receipt, the identity card or the passport to the officer who returns the test results and compares, if there is the result of the temporary residence card.

SUBMISSION OF DOSSIER

Directly at the headquarters of the Immigration Department, Ministry of Public Security.

REQUIREMENT

Agencies and organizations, when applying for temporary residence cards to foreigners, are required to submit dossier to prove their legal status at the Immigration Department of the Ministry of Public Security.

Number:

01 dossier.

Elements:

1.  A written request for a temporary residence card;

2.  Application form for temporary residence card for foreigners (NA8);

3.  Passport;

4.  Proof of eligibility for a temporary residence card is one of the following documents: work permit, confirmation of being the head of a representative office, a member of the Board of Directors or other valid documents that prove eligibility for temporary residence card;

5.  02 photos of size 3x4 cm (01 photo glued to the application form, 01 separated photo).

DURATION

No more than 05 working days from the date of receipt of complete dossier.

RESULT

Valid dossier: Temporary residence card;

Invalid dossier: Notice of amendment, supplement or Notice of refusal to issue temporary residence card.

  • Law on entry, exit, transit and residence of foreigners in Vietnam 2014, amended and supplemented in 2019;

  • Circular 04/2015/TT-BCA stipulating the form of documents related to the entry, exit and residence of foreigners in Vietnam issued by the Minister of Public Security;

  • Circular 57/2020/TT-BCA amending and supplementing a number of articles of the Circular No. 04/2015/TT-BCA dated January 5, 2015 of the Ministry of Public Security stipulating the form of documents related to the entry, exit and residence of foreigners in Vietnam.

  • Circular 31/2015/TT-BCA guiding the issuance of visas, temporary residence cards, entry and exit permits, settlement of permanent residence for foreigners in Vietnam issued by the Minister of Public Security;

  • Decision 5551/QD-BCA-V19 in 2015 on the set of administrative procedures under the handling competence of the Ministry of Public Security;

  • Circular 25/2021/TT-BTC stipulating the rate, collection, payment, management and use of fees and charges in the field of exit, entry, transit and residence in Vietnam.
