PROCEDURE | |
| Step 1: | The proponent of medical practice certificate file a dossier to Department of medical examination and treatment - Ministry of Health; |
Step 2: | Department of medical examination and treatment shall receive and send a Received dossier form for the proponent; |
Step 3: | Ministry of Health will review and appraisal the dossier to issue the medical practice certificate; |
Step 4: | Issue the certificate to the proponent. |
SUBMISSION OF DOSSIER | Submit the dossier by post or directly submit at the Department of medical examination and treatment – Ministry of Health. |

Elements: | A proposal form of issuing medical practice certificate; |
Valid copies of qualifications suitable for professions; |
A form of completion of internship; |
Valid copies of work permit issued by labor-affair competent authority; |
A valid copy of any of the following documents: A certificate of proficiency in Vietnamese, applicable to foreigners registering to use Vietnamese when providing healthcare services; or A certificate of translators qualified for translation in healthcare suitable for the language the practitioner registered to use when providing healthcare services and a labor contract of the translator with the healthcare facility where he/she is working; or A certificate of proficiency in the language that the practitioner registered to use; For foreigner to register for using the language other than mother tongue to medical examination and treatment: A certificate of translator qualified for translation suitable for the language the practitioner registered to use for medical examination and treatment regarding to the law, and; A certificate of translators qualified for translation in healthcare suitable for the language the practitioner registered to use when providing healthcare services and a labor contract of the translator with the healthcare facility where he/she is working; A certificate of health suitable for providing healthcare services issued by an eligible healthcare facility or a certificate of health issued by a foreign healthcare facility within 12 months from the date of dossier submission; A criminal record (applicable to persons not subject to issuance of work permits); 02 photos size 4x6.

DURATION | Appraisal dossier and record of appraisal | 20 days from the date of receiving a complete dossier; |
Issuing the medical practice certificate | 10 working days, from the date of having a record of appraisal. |

RESULT | Valid dossier: Medical practice certificate; |
Invalid dossier: Notice of dossier completion; |
Ineligible dossier: Ministry of Health shall enact a written replied notification with reason. |

Decision no. 2623/QD-BYT 2017 announcing administrative procedures to be amended, supplemented and annulled in Decree 109/2016/ND-CP stipulating the issuance of practice certificates to practitioners and licensing operation of medical examination and treatment establishments promulgated by the Minister of Health.
