1. Procedures for Approval of Investment Guidelines
1.1. Projects to be approved by the People’s Committee
- Investment project which uses land allocated or leased out by the State or is permitted by the State to repurpose land
- Investment project in residential housing and urban area construction
- Golf course project
- Investment projects of foreign investors in the area affecting the national defense and security
1.2. Projects to be approved by the Prime Minister
- Investment projects that require relocation of people
- Investment projects on construction of airports and air transport business
- Investment projects on national seaports
- Investment projects on petroleum processing
- Investment projects involving casino services
- Investment project in residential housing and urban area construction
- Investment projects on construction and operation of infrastructure in industrial zones
- Investment projects which at the same time fall within the power of at least two provincial People's Committees
- Foreign investors’ investment projects in the following fields: provision of telecommunications services with network infrastructure; afforestation; publication, press
- Other investment projects subject to approval for their investment guidelines or subject to investment decision by the Prime Minister
1.3. Projects to be approved by the National Assembly
- Nuclear power plants
- Projects that require repurposing of land of special-use forests
- Investment projects that require repurposing of land for wet rice cultivation
- Investment projects that require relocation of people
- Other investment projects that require application of a special mechanism or policy that needs to be decided by the National Assembly.
